Duties

a. Coordinate with units to identify and research competent, reputable, and well-intentioned organizations and individuals for cooperation in training, scientific research, etc., to propose the establishment of collaborative relationships to the President. Propose partner selection plans and cooperation fields. Maintain cooperative relationships with partners.
b. Organize incoming and outgoing University-level delegations, complete immigration procedures, and arrange thoughtful, convenient reception and accommodation for international guests during their working visits at the University. Perform protocol duties, advise the President on diplomatic procedures, support immigration-related procedures for foreign lecturers and students working and studying at the University, and monitor, evaluate working outcomes, and draw lessons to advise the President.
c. Serve as the primary point of contact for communications: arrange working schedules and host University-level guests as designated by the President, including organizing working sessions and recording meeting minutes.
d. Prepare necessary conditions for the Board of Presidents' overseas business trips.
e. Apply for permits to organize international scientific conferences, seminars, and academic activities. Coordinate with functional units to organize international scientific conferences, seminars, and academic activities.
f. Develop and implement student exchange programs with partners.
g. Coordinate with relevant internal and external departments to build and develop cooperative relationships aligned with the University’s specifics and strategic development directions. Act as the primary focal point to manage external relations activities of University units, and coordinate, guide, and support faculties in expanding international relations.
h. Review and advise the Board of Presidents on University-level MOUs and MOAs.
i. Formulate a corporate partner classification policy at the University level and corporate relations management initiatives tailored to corresponding sponsorship levels.
j. Identify and introduce domestic and international projects to faculties, laboratories, and specialized units, or register to execute projects suited to the expertise of the External Relations Office under the specific direction of the President.
k. Collaborate with relevant units to negotiate with foreign partners in developing and managing joint training programs. Support the Office of Excellent Programs in working with competent authorities to complete licensing and renewal procedures for joint training programs.
l. Seek and manage international scholarship programs (undergraduate and postgraduate) for University staff and students.
m. Attend seminars organized by foreign embassies/consulates and non-profit organizations to expand networks.
n. Organize seminars and workshops related to external relations and the dissemination of projects.
o. Identify and draft proposals to secure grants/sponsorships from foreign organizations/governments in accordance with regulations.
p. Support staff, and students with overseas travel procedures, including guiding document preparation and verifying external relations documents.
q. Coordinate with units to manage and utilize international funding effectively and in compliance with regulations.
